Introductions
Leo Watson and Alex Wilson explained the meeting protocols which were intended to be held at marae but now via zoom due to Covid restrictions. An invitation had been made for owners who wished to speak to register prior to the hui. No requests had been received. Owners are able to ask questions through the Q & A section of the zoom and use the chat function. Questions form the first hui would be referred to and these were on the website. New questions would be dealt through the presentation and any information requiring follow up would be placed on the website. The zoom was being recorded and that will be placed on the website along with the power point presentation. Leo advised the offer to speak would be extended to the next zoom hui.
Leo encouraged owners to be proactive in their feedback. Also asked owners to play their part in letting know changes of addresses and contact details, and getting your whanau registered and up to date with their details.
Trustees and presenters were introduced to the audience and the purpose behind the series of engagement hui was outlined. Trustee backgrounds will be available on the website.

Questions on Engagement Process from Hui #1
Leo Watson addressed the questions on the engagement process from Hui #1. Slide 6.

Leo Watson explained the NZ Court of Appeal decision as per slide 16.
Trustee Guiding Principles
Malcolm Short introduced Alex Wilson who outlined the draft guiding principles that Trustees propose be adopted to set the pathway forward. Leo Watson provided responses to the questions raised in Hui#1 as well as questions raised through the chat. Leo emphasized that this was a fresh engagement process and all options were on the table and feedback from Owners was welcomed. Slides 17 to 27.
Proposal for Trustee Rotation and Elections
Anaru Bidois backgrounded the Trustees work on the guiding principles as a template going forward and handed over to Leo Watson who explained the Trustees proposal to reintroduce a Trustee rotation election policy. Current Trustees Bios will be placed on the website. Questions and comments from the first hui were also addressed. Leo explained that with the availability of funding options for housing that the process for introducing a rotation election policy should be run concurrently with development proposals so Trustees continue to meet their obligations. Slides 29 & 30.
A five minute break was held at 11 am.
Cultural and Historical Overview
Uenuku Fairhall provided an historical context of the Trust lands from 1350 covering key events and identifying historical locations as per slides 7 to 15. Leo noted that Uenuku was happy to take feedback on his presentation.
Leo added that Trustees were not focused on land exchange options in another Rohe if it impacted on the interests of others. He confirmed land in the Carrus Hickson block was not being looked at for any exchange. Hui # 3 will provide more detail on land exchange proposals.
Te Tumu Development Update
Uenuku Fairhall commented on the suggestion of a centre of Excellence acknowledging that Te Tumu lands when developed will still feel like Māori land. He introduced the Project Manager Jeff Fletcher commenting that he has been meticulous in his presentation and has a lot of expert skills. Jeff Fletcher then provided an update on the proposed Te Tumu Development and what is happening in the area. He explained that the Trustees are focusing on what is best for owners of Te Tumu Kaituna 14. He explained that the costs for the plan change are being met 50% by the Tauranga City Council and 50% by the 3 main landowners TK14, Carrus/Hickson and Fords. The Trust contribution is deferred until development proceeds. Jeff and Leo responded to questions arising from Hui #1. Leo said detailed costings will be provided via the website along with a summary of the alternative options. He stressed that imbedding of cultural and environmental impacts into any development is very important korero. Slides 31 to 38.
Pirihira Fenwick said she was very encouraged with what is happening. Previously the lands were just sand and nothing could grow on it. They tried pines and crops. She feels this is inspiring for the Owners and to be on the land that belongs to them. Eventually returns from the land will benefit our mokopuna. This is awe inspiring and she hopes to live to see the development get underway.
Options and Process for Infrastructure Corridors
Emily Rota Bidois said that the Trustees had tried many options for the whenua. It was exciting to have something that will benefit everyone in the future. The Trust has had a long association with Jeff and his advice. This development option looks like the most likely way forward as the viable, trustworthy development. Housing is important for our people and this should achieve this.
Jeff Fletcher then presented the options for Infrastructure corridors across the Trust land to provide the infrastructure to enable development on the Trust land. Jeff Fletcher presented slides 39 to 44. He explained that costs of infrastructure conventionally are met by council and recouped through development contributions. In our situation TCC will meet costs of infrastructure to our boundary. Within our block the developers need to fund this. Funding options are being considered for this and Trustees are working through these options.
Leo Watson advised that responses will be provided for the next hui and on the website. He clarified that covenants and easements will be designed with legal mechanisms to protect owners rights. He acknowledged that neighbouring land blocks would be consulted to the extent that they wish to be. He stressed that this proposal was not a done deal, if it was he wouldn’t be involved, this was a fresh engagement process with owners and he encouraged owners to get others involved.
Next Steps
Leo Watson outlined the next steps and the invitation for owners to provide feedback through the various media sources as well as the opportunity to speak at the next hui. It is proposed to develop resolutions through the engagement hui that will lead to a postal vote and subsequent applications to the Māori Land Court. An owner suggestion of online voting was noted, and would be investigated, but can be an expensive option.
